On 4 October 2026 the Philippine Coast Guard said China Coast Guard vessels blocked its high-speed response boat HSRB-019 near Pag-asa Island, and the report is timely because a People's Liberation Army Navy helicopter circled that same team on the morning the boats were already at sea.
GMA News carried a Reuters account at 6:01 p.m. Philippine time, and the Inquirer published at 3:46 p.m. Both place the start in waters Manila treats as the territorial sea of Pag-asa. At about 7:20 a.m. the Joint Task Unit Pag-asa saw a foreign fishing vessel apparently blast fishing near Sandy Cays 2 and 3, about three nautical miles west of the island. The district then formed a team under Commodore Gesulgon. GMA says commandant Admiral Ronnie Gil Gavan guided the sortie and that Marines were with the Navy party.
They left Pag-asa's sheltered port at about 9:50 a.m. in Coast Guard boat HSRB-019, a Navy rigid-hull inflatable and a rubber boat, and a police maritime inflatable. The Coast Guard called it a routine fisheries stop, not an operation aimed at any country. Within minutes, China Coast Guard vessels 5102 and 21581 moved toward them, sounded horns, and radio-challenged the boats.
At about 10 a.m. the team reached the fishing vessel about 500 meters east-southeast of Sandy Cay 2. Small boats said to have been blasting were already back aboard. Stop orders were ignored, and it sailed southwest toward Zamora Reef, also called Subi Reef. Cutter 21581 then blocked the Philippine boats and came within about ten yards of HSRB-019. The Inquirer reports that bow number and that distance.
At 10:13 a.m. a People's Liberation Army Navy helicopter, tail number 09, circled the team four times. GMA and a Manila Bulletin account carried by Jiji both record the pass. The Inquirer does not, so the aerial fact rests on the Coast Guard text in those two. The Coast Guard called the flight unnecessary intimidation over civilian law enforcement. At 10:23 a.m., about 1.2 nautical miles east-southeast of Sandy Cay 5, the team stopped for safety and was back at Pag-asa at 10:48 a.m. The Inquirer confirms the return and the break-off, without the Sandy Cay 5 position.
The Coast Guard says the loss was the suspect. Dynamite fishing is barred by the Philippine Fisheries Code because it destroys coral and the stocks Kalayaan crews use. The agency said it would document the morning and refer it through the Department of Foreign Affairs. It said the China Coast Guard has no authority in Pag-asa's territorial sea, and that the block made escape easier instead of protecting the reef.
A flag disagreement has to stay visible. Jiji's Manila Bulletin account calls the fishing vessel Chinese. The Coast Guard text on GMA, and the Inquirer, call it foreign and name no flag. This analysis follows the Coast Guard and treats the Chinese label as that outlet's wording. The track is shared: the vessel went southwest toward Subi. The Coast Guard also said any claim that Chinese cutters expelled the Philippine boats is false. Reuters said the Chinese Embassy in Manila did not immediately comment, so these sources hold no Chinese timeline.
Reuters added scale. Pag-asa is 37 hectares, 0.14 square miles, the largest of nine Philippine-held Spratly features, and about 450 kilometres, or 280 miles, from the mainland. The run from port to a cay three nautical miles west fits inside an hour. An identified navy helicopter over that run puts a military aircraft into a fisheries pursuit Manila says was not aimed at any country.
The timely point is not the ban on blast fishing, which all three accounts already state. It is that helicopter 09 was overhead at 10:13 a.m. while cutter 21581 was within about ten yards of HSRB-019, and that Manila said so on 4 October 2026. Calling the orbit intimidation is the Coast Guard's judgement, from a party to the contact. No Chinese account of the four circles is available to set against it.
Radio challenges are ordinary when coast guards contest a track. A ten-yard block of a boat trying to stop a fishing vessel is interference with that stop. Four orbits by a tail-numbered navy helicopter, in the same hour, make 4 October 2026 a force-posture event rather than a citation. On the Coast Guard's account the cutters covered a departure toward Subi. They did not, by that account, police the reef.
The close of the statement is policy, not a new sighting. The Coast Guard, the Navy, and the police maritime group will keep enforcing Philippine law around Pag-asa, it says, following President Ferdinand Marcos Jr.'s call for resolve and for care of marine resources. The 10:23 a.m. break-off is written as a safety pause inside a claim that still stands.
The usable record is the sequence itself. HSRB-019 left with a Navy inflatable, a Navy rubber boat, and a police inflatable. Cutters 5102 and 21581 met them. The team reached a fishing vessel about 500 meters east-southeast of Sandy Cay 2, was blocked by 21581 to about ten yards, was circled four times by helicopter 09, and turned back near Sandy Cay 5 before returning at 10:48 a.m. That helicopter, named with the boats on 4 October 2026, is what makes the statement timely.
